After spending most of her life in Hayward, Kathleen Souza fears that she may be forced out of her hometown within the next few months after being told that she must move out of her longtime apartment within the next month. About a month ago, she received a notice from the apartment complex's property manager, saying that her monthly rent would increase from $750 to $1,650 to subsidize upgrades for her apartment and the entire building. Souza, who is legally blind, receives only $950 in disability payments each month and relies on that to pay her rent. Though the story focuses on one person, it underscores the affording housing issue facing the entire Bay Area region.
