He said those costs will be likely passed onto consumers, although individual impacts will be minimal.
The Alameda County Waste Management Authority will expand the county's plastic bag ban to apply to all restaurants and retail stores in 15 member cities, including Hayward, which voted last week to participate in the expanded ban.
